Some Celebrities and Citations with the 2.8L V6 engine may experience fuel starvation during high ambient temperatures (above 80~F). The condition usually occurs when an attempt is made to restart a vehicle following a 15-20 minute hot soak, or an extended engine idle.
The condition is aggravated by winter grade fuel, high ambient temperatures, a hot vehicle, an extended engine idle time, or a fuel pump with low operating pressure.
To alleviate this condition, the following procedure should be followed:
1982 Celebrity or Citation
1. Perform an on car fuel pump test as outlined in the 1982 shop manual (both vacuum and pressure checks should be made with vehicle at operating temperature).
2. If a pump indicates low in either the vacuum or pressure check, then it should be replaced. (Follow replacement procedure outlined in shop manual).

3. If the fuel pump tests to specifications (refer to illustration B), then fabricate a 1.0 mm restrictor from brass and install it in the return line as shown in illustration A.
NOTICE: Use only the 1.0 mm restrictor on 1982 model year vehicles.
1983 Celebrity or Citation
On 1983 vehicles only, follow steps #1 and #2. In addition, verify that a 1.5 mm I.D. brass restrictor or thermal valve is in the return line. If no restrictor or thermal valve is present, then install either restrictor, P/N 14064187, or thermal valve, P/N 14077716.
